Rotterdam and Groningen to share new climate agency

DutchNews, September 21, 2017

Part of the Dutch Delta Works flood prevention scheme

A new international agency for sharing expertise on adapting to climate change will be split between Groningen and Rotterdam, junior environment minister Sharon Dijksma has announced.

The Global Centre of Excellence on Climate Adaptation (GCECA), which is being set up by the Netherlands with backing from Japan and the United Nations’ environment programme, will be launched next year. The Netherlands is investing €1m in the project.

With a workforce of several dozen, the agency will develop an international network of universities and institutes, companies, government and financial sector firms to support organisations working on climate adaptation.

In Rotterdam, the agency’s staff will be housed in a floating, climate neutral office complex, while in Groningen they will be part of the Energy Academy Europe.

Announcing the launch of the project in February, Dijksma said: ‘Failure to deal adequately with climate change will increase a multitude of risks such as natural disasters, social and economic disruption and increasing political tensions.

Many people are looking for good practices and guidance with regard to climate change adaptation. I am convinced the Global Centre of Excellence on Climate Adaptation can help address these challenges.’

Bluefin tuna return to North Sea waters after 50-year absence

DutchNews, September 11, 2017

Bluefin tuna have returned to the North Sea for the first time in 50 years, raising hopes that they will soon be seen again in Dutch waters.

Scientists confirmed that the fish had been spotted off the coast of Scandinavia. The research team were given an exemption from a ban on fishing bluefin tuna so that they could fit satellite tracking devices to 40 specimens in order to keep tabs on their movements.

Bluefin tuna disappeared from the North Sea in the 1960s as a result of overfishing. They are the largest species of tuna, growing to up to three metres long and weighing as much as 680 kg.

Experts said it was unclear why the fish had returned to the North Sea, but speculated it could be the result of either global warming or an increase in the numbers of smaller fish that bluefin tuna prey on, such as herring and mackerel.

The research is expected to last two weeks, though it may take up to a year to process the data from the satellite tags. ‘We’ll be able to see exactly where the tuna have been and where its main food sources are. That will allow us to come up with good conservation measures,’ said project leader Ingvild Harkes.

Pink salmon, shown in a file photograph,

“2011 and Beyond” - What you are seeing, and why - Jan 16, 2010 (Kryon channeled by Lee Carroll) (Text version)

"....Let us just talk about the ocean for a moment. We won't even get to what's happening in the air and what mammals might experience. Let's just speak of the ocean. Have you heard about the salmon? What has your science warned you against? You're overfishing! The sea is dying. The coral is dying. The reefs are going away. You're not seeing the food chain that used to be there. You've overfished everything. Fishing quotas have been set up to help this. Oh, all those little people in the red room - they don't know about the purple. Red people only know about the red paradigm.

Did you hear about the salmon recently? There's too many of them! In the very place where quotas are in place so you won't overfish, they're jumping in the boats! Against all odds and any projections from environmentalists or biologists, they're overrunning the oceans in Alaska - way too many fish.

What does that tell you? Is it possible that Gaia takes care of itself? That's what it tells you! Perhaps this alignment is going to keep humanity fed. Did anybody think of this? What if Gaia is in alliance with you? What if the increase in consciousness that raised your DNA vibration has alerted Gaia to change the weather cycle and get ready to feed humanity? Are you looking at the ocean where the oil spill occurred? It's recovering in a way that was not predicted. What's happening?

The life cycle itself is being altered by the temperature change of the ocean and much of what you have believed is the paradigm of life in the sea is slowly changing. A new system of life is appearing, as it has before, and is upon you in your lifetime. It will compliment what you know and expose you to a new concept: Gaia regularly refreshes the life cycle on Earth. ...."

“… The Weather

Let's talk about the weather. We retreat to exactly what we told you before in this very chair. The water cycle is a cooling cycle, not a heating cycle. You're going to have more severe winters and storms. It's going to get colder. But it gets warmer before it gets colder. That is the cycle, and it has always been the cycle. You can see it in the rings of the trees and the cores of the ice. Don't let your scientists pull the political wool over your eyes for their own purposes. Start seeing these things for what they are. It's a recurring cycle based on four Earth alignment attributes, including the wobble (the precession). You're in this cycle. Prepare.

The beginnings of it will be with you from now at least until the end of the 2012 36-year window, and you can watch it work. The first thing that happens is that the ice melts at the poles, but not completely. It's the way it has happened before. As the redistribution of weight from the poles to the oceans of the earth takes place, the weight is redistributed to the crust, and that creates earthquakes. And the earthquakes that will be the most powerful are the ones that are closest to the poles. We told you that some time ago. So it's not a mystery that suddenly you have some of the most powerful earthquakes that you've ever had. Not only that, but a cooling ocean creates larger storms.

What do the conspiracists do with all this? "See? We're doomed. Here it comes," they say. "Here it comes! The end is here!" Twenty-two years ago, we gave you the information that is happening today. We told you about the weather. We told you to get ready for it, but we still haven't told you why the water cycle is needed. We've hinted at it since it is very controversial, and we'll lose many readers right here and now. Here's the prediction: The scientists are going to laugh and biologists are going to scratch their heads and roll their eyes.

The Refreshing of the Cycle of Life

When you change the temperature of the waters of the planet, it changes the life cycle of the ocean and it eventually renews itself. The life cycle of the planet has a limit to its viability over time. There has to be a refreshing of the very cycle of life, and this is what the water cycle does. Are there any places you've seen too many fish lately? Yes. Millions of salmon in the north. Odd that it was in Alaska, isn't it? Alaska is very close to the poles where the water temperature is being felt first. Oh, again the experts will tell you that this is not the reason. It's about hatcheries and rivers. But nobody predicted this, did they? Science is fast to give you reasons, but slow to give you logic in advance. They always seem to be surprised.

We are saying things we haven't said before. Again, watch for this, an actual change in the life cycle of the planet's oceans because of the water temperature shift. Biologists are going to have to start redesigning the paradigm of how everything works, including reefs, ocean bottoms, and how plankton survive and reproduce. Listen, this is not the first time that the life cycle has been refreshed! But again, this may take generations of humanity to complete. In the process, you may again lose species. This is normal. Gaia is slow, and Humans are impatient. Your textbooks may someday tell of how naive humanity was back in 2011 when they tried to blame weather changes on everything but a natural cycle. Now you know why there is a water cycle.

So what does that tell you about Gaia? Gaia is beginning the cycle of refreshing life on over-fished oceans. It tells you that in the cracks, there is love and caring about the Humans who live on the earth. There's a reason you're here. There's a plan here, and a benevolent Universe and quantum energy with intelligent design. All is there for you, precious, sacred Human Being. …”

Oil-rich Norway struggles to beat its 'petroholism'

Oil-rich Norway struggles to beat its 'petroholism'

Oslo (AFP) - For climate reasons as much as economic prudence, Norway is trying to cut its dependence on oil, a godsend that has made the small Scandinavian country rich beyond its dreams -- which is exactly what makes it hard to pass up.

'Black gold' has enabled Norway to build up the world's largest sovereign wealth fund, currently worth close to $1.0 trillion. Yet several small political parties have raised their voices ahead of the country's legislative elections on Monday to make sure Norway puts its oil days behind it.

"We want the end of all new oil exploration," Rasmus Hansson, one of two co-leaders of the Greens Party, told AFP. "We will not support a government that doesn't accept our ultimatum."

The party, which according to several opinion polls could end up in the position of kingmaker, also wants to phase out Norway's entire oil industry within 15 years.

A country of 5.3 million people, Norway has become very much aware of just how petroholic, or addicted to petrol, it is -- especially since the recent drop in oil prices has erased 50,000 jobs from the industry.

"Winter is coming," Norway's central bank governor Oystein Olsen warned ominously in early 2016, borrowing a phrase from the popular television series Game of Thrones.

"The sharp fall in oil prices since summer 2014 will put the economy to the test in the period ahead."

The gloomy prospect has highlighted the importance of a Norwegian "conversion" to new sources of income -- to use a now-popular catchphrase in the country.

But what could possibly replace the lucrative oil industry is the million-dollar question Norway is struggling to answer. Vague ideas have been floated, such as green energy and seafood, but nothing that is seen becoming the cash cow that oil is.

The 2015 Paris climate accord has meanwhile raised further awareness about the need to reduce greenhouse gas emissions.

"Planet Earth cannot support any more oil activities. In addition, these would only increase the uncertainty surrounding the Norwegian economy and jobs," Hansson said, pointing to the prospect of the oil and gas industry being overtaken by renewable energies.

To counter the drop in the oil price, Norway has slashed its key interest rate to a record low and adopted an expansionary budget policy. The rightwing government even tapped into the sovereign wealth fund for the first time last year.

Winter is over

Surprisingly, winter seems to have already departed -- at least judging by the latest growth figures: 0.7 percent in both the first and second quarters.

And with it, the sense of urgency to transform the economy.

"The oil crisis is over, it wasn't as expensive and harsh as we thought it would be," noted Nordea economist Erik Bruce. "The conversion from oil activities to new activities will surely proceed more slowly now," he predicted.

According to a poll published at the end of August, 70 percent of Norwegians think it is important to preserve the country's oil and gas industry, while only 16 percent disagree.

The two main political parties, the ruling Conservatives and the opposition Labour, have both rejected the Green Party's ultimatum, even though both need to seek out allies to form a government.

The two parties see no reason to deprive themselves of an asset that still accounts for 12 percent of gross domestic product and 36 percent of exports.

And even though Norway's crude oil production has been halved since 2001, finding alternatives as lucrative as oil is difficult.

The government of Conservative Prime Minister Erna Solberg has long hammered home the need for a "conversion" -- all the while opening up new swathes of the Arctic to oil prospecting, in a bid to compensate for shrinking North Sea fields.

Greenpeace and another environmental group have even sued Norway over the matter, arguing that the push into the Arctic violates the right to a healthy environment as guaranteed by the Norwegian constitution, and breaches the spirit of the Paris accord.

The outcome of the case, to be heard in Oslo in November, will also be of interest for the Lofoten islands -- an idyllic and pristine archipelago popular among tourists and the fishing industry and which the oil industry has set its sights on.

The waters there are believed to be brimming with oil and gas.

Fierce opposition from small parties on the right and left wings is all that has blocked an "impact study" on the Lofoten islands, the first step to exploration.

For the government, the oil industry will remain the country's cash cow "for many decades to come".

"We can't dismantle the most lucrative industry in Norway by replacing it with pipe dreams and wishful thinking," the head of energy issues for the Conservative Party, Tina Bru, said earlier this month.

Water

We've told you that one of the greatest natural resources of the planet, which is going to shift and change and be mysterious to you, is fresh water. It's going to be the next gold, dear ones. So, we have also given you some hints and examples and again we plead: Even before the potentials of running out of it, learn how to desalinate water in real time without heat. It's there, it's doable, and some already have it in the lab. This will create inexpensive fresh water for the planet.

There is a change of attitude that is starting to occur. Slowly you're starting to see it and the only thing getting in the way of it are those companies with the big money who currently have the old system. That's starting to change as well. For the big money always wants to invest in what it knows is coming next, but it wants to create what is coming next within the framework of what it has "on the shelf." What is on the shelf is oil, coal, dams, and non-renewable resource usage. It hasn't changed much in the last 100 years, has it? Now you will see a change of free choice. You're going to see decisions made in the boardrooms that would have curled the toes of those two generations ago. Now "the worst thing they could do" might become "the best thing they could do." That, dear ones, is a change of free choice concept. When the thinkers of tomorrow see options that were never options before, that is a shift. That was number four.”

Dutch state has two weeks to publish clean air plan, court rules

DutchNews, September 7, 2017

Traffic is a major source of inner city pollution. Photo: Depositphotos.com

The Dutch state has been given two weeks to come up with a plan to drastically improve air quality in the Netherlands by judges in The Hague.

In addition, ministers must publish a list of all the places in the Netherlands where pollution limits are being broken or may be broken in the future, the court said.

The court was responding to a fast-track case brought by environmental organisation Milieudefensie which claims tens of thousands of people die prematurely in the Netherlands every year because of air pollution.

Although the government does have a plan to reduce air pollution, it is still too vague and short on concrete measures, the court said. In addition, the plan will not lead to change immediately and the deadline for meeting official pollution limits has already been moved several times,’ the court said in its ruling

Milieudefensie spokeswoman Anne Knol said the ruling is a ‘breakthrough’ for healthy air. ‘Air pollution in the Netherlands really needs to be tackled so that fewer people are made ill or die from the consequences. It is also good news for the million lung patients in the Netherlands.’

Amsterdam, Rotterdam and The Hague are all in the top 12 of most polluted European cities and last year air quality deteriorated further, the organisation claims.

Similar cases have also been brought before the courts in Germany and Britain. In the Netherlands in 2015, a citizens initiative known as Urgenda won its case to force the government to take more steps to reduce greenhouse gases.

Junior economic affairs minister Sharon Dijksma said in a reaction that the government will do more to tackle air pollution. ‘Clean air is crucial,’ she told news agency ANP. ‘That is why we are going to speed up our approach and make our plans more concrete, together with the regions where there are problems.’

"... This is controversial. The planet can't just "change the water". It does it instead with a "reboot of life in the ocean" using the water cycle. Watch for evidence of this as it occurs, and then remember this channel. This weather cycle is to refresh the life in the ocean so that everyone on the planet will have needed food from the ocean. Gaia does this by itself, has done it before, and it does it for a reason - so it will not stagnate.

Dear ones, indeed, you have put compromising things into the air and the water, but it has not caused this cycle. We have said for a very long time, stop killing the environment! The reason? It's going to kill you, not Gaia. Gaia is spectacularly resilient and will survive anything you do. However, it is you who may not survive if you continue polluting. All this is starting to change with your awareness, and you're starting to see this and move with it. But Humans are not causing the current weather shift. This will be known eventually.

What is happening has happened before, and it's almost like a reboot for the oceans and it carries a lot of dichotomous events. You're going to see reports of a dying ocean, but at the same time you're going to see unusual reports of too many fish and other sea life in places that were supposed to have a decline. You're going to see the life cycle of the ocean itself start to change and reboot.  ..."

Cyclones and climate change: connecting the dots

Yahoo – AFP, Marlowe HOOD, August 27, 2017

Hurricane Harvey has left a trail of destruction in its wake and scientists say global
warming means that the worst ones are becoming ever stronger (AFP Photo/
MARK RALSTON)

Paris (AFP) - Scientists freely acknowledge they don't know everything about how global warming affects hurricanes like the one pummelling southeast Texas.

But what they do know is enough to keep them up at night.

The amplifying impact of sea level rise, warming oceans, and hotter air -- all incontrovertible consequences of climate change -- is basic physics, they say.

Likewise accelerated shifts in intensity, such as the sudden strengthening that turned Harvey from a Category 2 to a Category 4 hurricane -- on a scale of 5 -- just as it made landfall Friday.

What's missing is a detailed track record of hurricanes past, the kind of decades-long log of measurements that climate scientists need to discern the fingerprint of human influence.

Starting in the 1970s, satellite data allowed for a better tally, but even that wasn't enough.

"It is awfully difficult to see climate change in historical data so far because hurricanes are fairly rare," Kerry Emmanuel, a professor of atmospheric science at MIT in Boston, told AFP.

Experts, in other words, do not disagree on the potential of manmade global warming to magnify the destructive power of the tropical storms known variously around the world as cyclones, hurricanes and typhoons.

Scientists fear that as the effects of climate change become ever more apparent,
storms will rapidly gain strength just before hitting land, with ever more
devastating consequences (AFP Photo/MARK RALSTON)

Rather, they are confounded -- for now -- by a lack of information.

"Just because the data don't allow for unambiguous detection yet, doesn't mean that the changes haven't been occurring," noted James Kossin, a scientist at the US National Oceanic and Atmospheric Administration's Center for Weather and Climate in Madison, Wisconsin.

Kossin figured out that cyclones have drifted poleward in their respective hemispheres over the last three decades, a finding hailed by other hurricane gurus as the most unambiguous evidence so far that global warming has already had a direct impact.

Like a tsunami

When it comes to cyclones and climate change, there are many points of near "universal agreement," said Emanuel.

One is the consequence of rising seas.

"The most lethal aspect of hurricanes -- wherever they occur in the world -- is storm surge," he said in an interview.

"It is physically the same phenomenon as a tsunami, except that it is excited by wind rather than a sea floor shaken by an earthquake."

If Hurricane Sandy -- which caused $50 billion in damage -- had happened a century earlier, it probably would not have flooded lower Manhattan because sea level was about 30 centimetres (a foot) lower, he pointed out.

Global warming is likely to add roughly a metre (three feet) to the global watermark by century's end, according to recently revised estimates.

The most lethal aspect of a hurricane is storm surge -- which is becoming more
devastating and more penetrating (AFP Photo/Iris ROYER DE VERICOURT,
Jean-Michel CORNU, Alain BOMMENEL)

"The surge from these storms will be more devastating -- higher and more penetrating," said James Elsner, an atmospheric scientists and hurricane expert at Florida State University.

A second point of consensus is that hurricanes will hold more water, raising the threat of lethal and destructive flooding.

"We calculate that one degree Celsius (1.8 degrees Fahrenheit) of warming translates into a seven percent increase in humidity in the atmosphere," said French scientist Valerie Masson-Delmotte, co-chair of the UN’s Intergovernmental Panel on Climate Change (IPCC).

The US National Hurricane Center predicts that Harvey could dump more than 40 inches (100 centimetres) by the time skies clear.

Hurricane Mitch -- the second deadliest Atlantic hurricane on record -- left some 19,000 dead in Central America, "all from fresh-water flooding," noted Emanuel.

"The irony is that hurricanes are known for wind, yet wind is third on the list of lethal aspects," after storm surges and flooding caused by rain.

'Fewer but stronger'

Earlier this year, Emanuel published a study pointing to yet another worrying climate "signal" emerging from the noise of raw data.

Scientists have made great progress in anticipating the path a storm will follow, extending their predictive powers from a day or two to about a week.

Hurricane Harvey is the most powerful storm to hit the US mainland in more than a
decade, destroying homes, severing power supplies and forcing tens of thousands
of residents to flee (AFP Photo/Brendan Smialowski)

At the same time they have made scant headway in forecasting hurricane strength.

"The thing that keeps forecasters up at night is the prospect that a storm will rapidly gain strength just before it hits land," Emanuel said, citing Harvey as an example.

In 2015, Hurricane Patricia in the Pacific Ocean intensified more rapidly -- "It just went 'Boom!'" -- than any storm on record.

"Global warming can accentuate that sudden acceleration in intensity," Emanuel said.

A finding oft cited as evidence that the jury is still out on whether climate change will boost cyclones is that scientists don't know if there will be more or fewer such storms in the future.

But even if there are fewer, which seems likely, that misses the point, the experts interviewed agreed.

Since 1971, tropical cyclones have claimed about 470,000 lives and caused some $700 billion in damages globally, according to the Centre for Research on the Epidemiology of Disasters.

But most of that death and destruction is attributable to a relative handful of storms. Just three, for example, have caused well over half of all storm-related deaths in the US since 1900.

So even if the number of mostly smaller storms diminishes, that's not what counts.

"The idea of 'fewer but stronger' seems to be the fingerprint of climate change on tropical cyclones," Elsner concluded.
